If your the artsy type; make a card, write a poem or about what you love about your partner, draw a picture... Maybe your the tech type; make a video, a photo slideshow with some captioning or a start a blog journal of your relationship together. Now of course this won't be something that will take up all the time you will have together that day or evening so try and be creative and maybe try to recreate your first date or cook the same meal you made the first time you cooked for each other.
The truth is that your partner wants and needs to feel special even if they say they don't, and it doesn't take much to show them you love them! I've seen friends go through some pretty poorly thought out Valentines days from card that should have never been created for the holiday to just plain stupidity. A bottle of your partners favorite drink and it doesn't have to be alcohol this is where you can have fun with it and flowers should she like that kind of thing.
Have fun with it and I'd love for people to leave comments on things that they did in the past that went over well and even the ones that flopped in the past in the comment sections. It might give someone something to work off of. Maybe your lost and can use some help putting it together, ask that too, someone may have an idea! Here's to your special day, and remember it's for both of you!
For simple gifts, in my case, I'm usually the one that wakes up early with James. Getting to sleep in instead of him would be nice, or a valentine's day breakfast in bed would be a nice idea too. But really, I would enjoy a big breakfast with my boys at the table (just an idea for others out there, breakfast in bed). For gifts, the jewelry thing is overrated ! I'd go for a nice coffee pot or new bedding, this is the more pricey gifts. We like staying home for Valentine's day (restaurants and places like that are crazy line ups, even if you have a reservation). Chinese and a movie for sure, and a bottle of wine !

She's surprised me many years as we'll where I didn't think we were doing anything out of the norm and had a whole evening of just us time planned it was great!😊
